The roots of terrorism in India directly lie across the border in Pakistan. It is said that the first step towards combating international terrorism is to identify the places from which it springs. Pakistan is fighting a proxy war with India but narrow electoral considerations were stalling our reaction. Combating terrorism is a big challenge before our government.
